Although there are wide variations in effectiveness of various projects, the program has made important contributions abroad at comparatively small costs to the United States in money, manpower, and interruption of domestic programs. Recommendations for improving, continuing, and expanding are: (1) make a stronger commitment for building institutions, (2) develop more flexible project agreements, (3) increase research and utilize knowledge on the institution building process, (4) employ basic ideas of land grant type institutions, (5) strengthen goals and commitments, (6) change aspects of technical assistance, (7) change orientation programs, (8) upgrade participant training, (9) develop a fuller public understanding of international technical assistance, and (10) strengthen international capabilities of U.S. universities. A bibliography of research reports developed by the CIC-AID Rural Development Research Project is appended. (GB)
